The people of Cargandom have varying attitudes as to the public and private display of passion.
The virtues of the (remaining) Cargan Empire endeavour to quell all displays of strong passion. Distant politeness, sobriety and gravity are considered most appropriate for one's public persona. Expressions of strong sentiment are acceptable in matters of state ("...and furthermore I believe that the Confederation should be annihilated!").
In the Free Kingdoms, it is considered laudable to be passionate and to display one's passion. A man of virtue will laugh, cry and rage freely, though his passions should of course be virtuous ones, for instance one should never rage at one's liege.
In Clemencia, things are a touch more complicated. Clemencians hold that one should both show passion and feel it, but that passion felt and passion expressed need not at all be identical Moreover, a person whose displays of passion adhere closely to his actual sentiments is considered a dullard and a boor.
Confederate attitudes may variously resemble those of Clemencia or Cargandom, but restraint and subterfuge is the rule.
