Dwarfism and Giantism may occur in all the cultured races except the elves.
Referring to such things as a human dwarf is rather diffuse, and so a human afflicted by dwarfism is called a manikin ("mannsling") or womanikin (kvinnsling"). Similarily, there are dwarvikins, gnomikins (some no taller than a foot), goblinikins, centaurikins and ogrikins.
