Aelia's purpose, in the eyes of the Primarch, is to supply the imperial capital, Ultarum. The fields and orchards of Aelia are entirely dedicated to bringing food to the citizens of Ultarum, and the densely populated and intensely cultivated province rarely receives much attention from travellers, who all head for Ultarum, the terminus of all imperial roads.
Ultarum is the capital of the province of Aelia, and of the entire Cargan empire. Moreover, in the eyes of the Cargans, it is the rightful capital of all human realms. The city is said to have more than a million cives, but no-one knows with certainity. Sprawling on the Aelian plain, upon the eastern bank of the river Durga, Ultarum is a masterpiece of engineering, and home to slums greater than the capitals of the free kingdoms. The city is divided into five arrondissements, each marked by an imposing wall, and nestling one within another. The walls are pierced by many gates, through which runs broad streets, and by vaults, under which run equally spacious channels.
Within the fifth wall is the city of proletarians - the city of wands. This area is sordid and poor, and is mostly taken up with the tenements of Ultarum's labourers. Here one also finds the slave market.
Within the fourth wall is the city of plebeians - the city of coins. Within this arrondissement, most of the city's trade is conducted, and here one finds its bourses and markets. It is the largest arrondissement, in terms of surface area. Here, also, is the hippodrome and the arenas.
Within the third wall is the equestrian city - the city of swords.
Within the second wall lies the Senatorial city - the city of cups.
At the very centre of Ultarum, within the first wall is the Primarch's Palace, a vast complex wherein lie the treasures of a thousand princes. At the very centre of the Palace is the Throne Hall, and at its central dais sits the Horned throne in a shaft of light, a radiant contraption of gold, iron, horn, ivory and jewels.
